oversize rotor install problem

I am trying to install the 320mm rotor made by Studebaker and a new set of Galfer green pads. http://www.klr650.com/OversizedFloatingBrakeRotor.htm
(I assumed I was ordering the EBC rotor but it turned out it is made by Studebaker MFG.)

The problem is when I bolt everything up the wheel won't spin freely. It will turn but only with effort. With the axle tightened only finger tight all is well but anyhing close to 47 ft.lbs and the wheel will bearly turn.

The very limited instructions include a section on "Set up procedure for offset type discs. I think it applies to me but am not sure., it says "does not apply to "FLAT" or REAR rotors" It IS a floating rotor. Anyway, it says to mount the caliper without ther pads first and make sure the caliper is centered on the rotor. It doesn't look centered to me although that seems
difficult to determine since the caliper floats???

It goes on to say to shim the caliper mount if it is not centered. Simple enough if the caliper is off to the ouboard side but it appears to be off to ihe inboard side. So it seems to me I need to remove material from the aluminum adapter rather than shim.

Anybody have a similar experience, am I getting something all wrong?

Any help appreciated.

I emailed them and hope to get an answer that is helpful but thought I might get better info from owners who have actually installed the item.
