Very hard starting when cold

I just bought a 2002 KLR with under 5k miles. The bike sat for much of the past two years and the gas was very stale. The only way we could get it to run was to pour a little gas on the air filter or remove the filter and block the air inlet to choke it.

Once warmed up it ran great and would restart. I drained the tank and removed the carb and cleaned everything out then put it all back together. The hard starting problem is still there. I tried backing out the screw under the carb to 2.5 turns but it still won't start by itself when cold.

Any tips would be great!
