Help with 84 KLR600 Linkage sleeve removal?

Hoping someone here will know the trick to getting one of these buggers out...
It is the part which sits between the shock linkage and the frame on the klr, a huge axle runs through it and locks both footpegs on, i've got the axle out, but cant remove it, as it appears to go into the frame and into the linkage, with the collared end up against the linkage. If so do i need to have it pressed into the frame, remove the linkage, then pressed the other way to have it completely removed? or does it not actually go into the frame, and i just cant knock the linkage and sleeve out?

Here is a picture of the offending sleeve/spacer, any ideas?
