Rebuilding the forks -- which way does the collar at the bottom face?

In the Clymer it indicates that it should have the 'open' side facing up, but on the other side there's a little indentation that would seem to fit the clip on the oil lock perfectly, which makes me think it should face down...

EDIT: Never mind, I've discovered that the machined out surface that looked like it fit the circlip is to unshroud the holes when it's flipped the other way.
