Stock exhaust rattle - loose pipe inside

My 99 KLR 650 has developed a rattle in the stock exhaust that is driving me crazy. I figured out it's some kind of pipe in the center of the exhaust that is loose and slides back and forth. What is this and how can I make it stop? I don't want to buy a new exhaust if I can avoid it.

I've tried to show which part it is in this cutout photo:

This photo is taken by me with a snake cam from the rear of the exhaust. It's this stainless steel pipe thing that is loose:

It's hard to tell but looks almost cone shaped at the far end of it.

as I said in the other thread; your best bet is to find a used pipe from someone that has upgraded to an aftermarket slipon

i would try to find the center of that loose piece and drive in a couple tek self drilling screws. Now I think about it, after finding the center, after drilling a hole then do a spot weld. Maybe a few spot welds.
I have a mig welder which is why I'd try that before buying another.
