Sounds like you are actually working with the Swingarm Pivot bolt, yes it anchors the engine as well. Many times while driving the larger, longer bolts out during disassembly ones punch gets off to the side and damages/compresses the threads.
No, its not manufactured as a compression thread.
You could take the bolt & nut to a shop and have them pass a thread chaser or die over the bolt & a tap thru the nut. Most likely its the bolt threads. Should be able to spin it on with fingers.
Tool companies also make thread files. 8 inch long, 1/2 inch square so always have 2 - 3 threads overlaping on clean straight threads as repairing the damaged tip or side.
Double ended so has 8 thread sizes on one file. Ours are New Britain brand, we've had them over 40 years. They even work on Left Hand Threads!
