oil bypass valve

Found my oil bypass valve stuck(seized) shut today when changing my oil for the first time since buying my klr. At first I thought the manual was mistaken, but sure enough,after pushing REALLY hard with the back of a bic pen...sphroinggggg!!!..
Just wondering what a stuck by pass valve damages?
It has something to do with cold oil pressure?

It doesn't damage anything, it just allows oil to continue flowing in the event that the filter gets plugged up.
