About 12 inches down from the clutch lever where the cable rides over the frame for the fairing frame at the neck. I bought the bike with a little over 200 hundred miles on it and had issues with turning the handle bars. Sometime I couldn't turn them at all, like it was locked. I found some of the cabling routed wrong. I ran the clutch cable through the loops on the frame but did not see the damaged part. The other issue with turning was the steering lock itself. I ended up using WD-40 with the red straw on it and sticking it right in the ignition and spraying and moving the bars back and forth, and to my suprise metal plates fell out of the bottom of the ignition and landed on the ground.
