Reducing Cluster vibrations

I've noticed that my cluster vibrates horribly whenever I ride; what isolates the cluster from the the bike? I'd like to do something about it because the noise sucks. The bottom of my cluster is actually rubbing on the botton frame and if I tilt the cluster up while riding the noise goes away. Anyone else have this annoiance and what is the easiest way to get to the cluster to look at this?

I always like to check the simplest things first. Those deep wells on the top of the cluster. Can you see a hex headed bolt in both of them? And are they tight? I was missing one and the other was loose when I bought my bike. When I got the missing one replaced and both tightened the cluster steadied up.
