Spanners and wheel nut sizes

I am sure this is a (another) dumb question but......

The KLR tool kit has 19mm and 27mm ring spanners for the front and back wheels, right?.....

...but when I look at the nuts on the microfiche they are 14mm and 16mm respectively.

Thanks Tom,

So just to check i have got it, the nut size is based on the diameter of the hole in the middle of the nut and the spanner size is based upon the gap between the jaws (and hence the diameter from outside to opposite outside face of the nut/bolt)?

Correct and, special applications aside, there are rules (at least as well as standard standards can be standardized).

Nuts follow suite.

These nut and bolt size charts point out a aggravating point. When you replace an 8mm or larger JIS nut or bolt on the KLR with ANSI one from your local hardware store, The wrench size will be different and you will need to carry extra wrenches in your tool kit.
