Fixing speedmeter cable!?

I'm in Nicaragua right now on a long motorcycle trip. My speedo cable died and I'm wondering if I can fix it as it seems like getting a new one will take long time and cost quite a bit to ship here. It looks like, in my case, cable is chewed up at the connection at the wheel. When I initially unscrewed it, there was a lot small metal pieces that fell out and now there's no cable left inside of that threaded nut that mounts to wheel part.
Also, I need to get a new rear tire and have very difficult time getting size that I need (130/80/17). I was wondering how big of a deal would it be to put different size (I found some 120/90/17) and how exactly would that effect my riding performance/safety?

On the end of the cable there is a two fingered piece of metal that engages a tab in the connection to the wheel. Sounds like that may have disintegrated. Only way to fix that is to replace the cable. If that isn't an option you may be able to withdraw the cable itself from the plastic tube and match that up to a cable you can locate. I've had a cable go on my Goldwing. Couldn't get a replacement so used the GPS and RPM to gauge my speed and distance.

On the tire. If the 120/90/17 is all you can find you should be okay. It may feel a little different but at least it's close. The width of the tire will be 10 mm less than the 130. The height is slightly taller but it should have enough clearance.

You may find a replacement speedometer cable, nut to nut, but . . . your drive may be grenaded; wouldn't work regardless, if that's the case. Got a GPS receiver? Interpolate your tachometer in top gear, if so.

As to changing tire aspect/width sizes, unless you're loaded to the maximum gross weight, little consequence in the minor size change, IMHO. A lot depends upon the urgency of your travel; if you must be at point "X" by time "Y," you have a fighting chance with a slightly smaller tire, IMHO.
