Need advice on bags for Central America and South America Travel

I'm planning a trip through Central and South America next year. My 2012 already has hard side bags - a bit battered, but functional, so that decision is made for me. I'm wondering what to do for a rear bag.

For those who have traveled in this area, how important is it to have everything secured in hard bags as opposed to simply strapped to the bike - is theft a big problem? I'm planning to camp at least part of the time. My camping gear all fits in a medium sized dry sack. Will the be ok strapped to the bike, or should I try and get a large bag that will allow me to secure everything.

Just a note about camping: Our friend from South Africa rode 45,000 miles through the Americas a couple of years ago; although he had full-up camping gear, lodging is so affordable in South and Central America, he spent lots of time and energy hauling his motorcycle-vestibule tent and other camping accessories up and down motel and hotel stairwells, just to stash 'til he loaded up the next morning . . .

If camping's your "thang," go to it, but . . . if riding and mingling with the locals has priority, proper "civilized" lodging may have its place, given its affordability south of the border.
