Prices vary from market to market, and a used bike bought from a dealer will always be higher than a private party.
That said, quite a few people are buying new 2010 models for the asking price on that '08.
I'm not an expert on used bike prices and you haven't stated mileage, accessories or mods that are on this bike, but my rule of thumb would be that a used bike is worth not much more than half what a new bike costs, The more holes and irreversible mods that have been done to it, the less attractive it becomes to me.
edit: After looking at the CL posting, the bike has a few accessories, but nothing spectacular that would push the price up. And the note that it doesn't need the doohickey indicates that the owner has some idea of what makes KLRs tick, but that advice is wrong. Many are finding that the doohickey spring, at a minimum, needs to be replaced. some have reported no tension in as few as 1000 miles, which is basically out of the crate.
