Any KLR enthusiasts in Miami or South Florida? I need HELP

I used to be a big fan of this forum back in 2007 when I purchased my 2008 KLR 650. Long story short I had to leave my KLR in Miami and I am now living in Cancun. I now want to sell the KLR but it is not running.

I am 99% sure that the bike only needs 3 things for it to be running like a champ again.

The gas cap has to be drilled out (or other solution). The mechanism inside is frozen so key wont turn, cap won't open. We have already tried wd 40 and another stuff that supposedly works much better, but didn't work. The idea is to be able to open the tank, take bad fuel out and put in fresh fuel.

The carb needs to be taken off, taken apart, cleaned and put back together. About a year ago they got the bike running by putting gas straight into the carb, but it wouldn't idle correctly. From all the reading I've done more than likely it is gunk in the carb for letting it sit so long without draining the bowl before.

Lastly, the regular maintenance stuff needs to be done, oil/filter change, break fluid, grease, etc.

The bike has been sitting on a back yard with a tarp on it, so in order to get a better price I would also need some TLC to make it look sharp again.

Since I am in Cancun I can't do anything myself. I am basically looking for someone that lives in Miami that can drive to my uncles house (on Bird road next to Tropical park) and do the services I listed above.

If you can help me out or know someone that can please contact me. I don't expect for it to be done for free, but at the same time I can't afford dealership mechanics rates.

Thanks in advance for your help!
