I just purchased a 1998 KLR and am going thru it getting it ready for a trip to TDF next fall. And I have encountered a problem with the headlight.

When I turn on the high beam, the headlight goes out. However the high beam indicator light illuminates which seems to indicate the switch works. I have changed the bulb and the new bulb does the same thing so where do I look or how do I trouble shoot.

I'd start with a volt meter. Pull the bulb, check for power to the socket.
if thats not a go. I'd go down the harness and check any connections back to the switch. after that I'd pull the switch and give it a cleaning.

Next is check the wire diagram, and figure out where it all goes.

You may have an after market headlight relay harness on it and don't know it. Your high beam relay could be out or a connection on the relay is bad. If you do have the harness on it you will find two small relays close the the headlight somewhere and wires coming from both relays into a plug that goes to the light. The OEM plug will be wired into the relays controlling the relay coils for HIGH/LOW operation. Here's one from TWC.
