My dad's 2007 KLR run's great but after it gets warmed up and you stop at a light or somthing it will rev high on its own slowly reving to 3100 RPM's for a minute then it begins returning back to normal or atleast lower RPM's.. I've just finished solving problems with you guys help on my 2011 KLR.. Diaphram issues. Do you think this could be the carb as well? Seems like it to me.

May I first suggest to ADD a little slack to the throttle cables & confirm free movement of everything, at all steering angles?
