That is a cool design. I would guess that the Counter shaft and rear sprocket would have to change thier diameter at the same ratio so that there would be no need to change the lenght of the belt. I like it, as long as the acuators are reliable.
It's not a very good video because you can't see what's going on with the other pulley. I don't really understand how the slack in the belt would be dealt with as the diameter of the front pulley became smaller.
Since it's from Fox News however, we can't be sure that these Dutch inventors actually exist.. or if they exist but they aren't actually Dutch, or if they are Dutch and are inventors but are taking credit... or if they are Dutch inventors making claims that won't actually work in reality. That's probably the most likely scenario.
It's like a puzzle, just have to figure out which piece of the story has no leg to stand on...
