It's a K-D tool specifically made for engine dis-assembly, very well thought out and could be used for other purposes (I've tried). But not that.

A slide hammer yes. Those are kitchen paper towels it is laying on and around a foot long.

What is its purpose?

has something to do with heat, hence the claw and twist operation. possibly something to do with a stove pipe?
