Should applying 12v to the black terminal(small blk wire)energize the starter?(regardless of the safety switches) Which wire on the start ckt relay will do it?

The BLACK wire, if, and only if, you JUMP the YELLOW/RED wire to the BLACK wire of the starter circuit relay.

As previously posted, jumping the YELLOW/RED wire to the BLACK wire of the starter circuit relay BYPASSES the starter circuit relay.

Again, that's the way I read the wiring diagram; corrections and clarifications welcomed.

This diagram shows the starter circuit relay bypassed; the YELLOW/RED wire is connected to the BLACK wire at the starter circuit relay:

NOT SHOWN: High-current (large-diameter, unfused electrical cable) connecting starter relay to battery positive terminal.

+ 12VDC from the starter button will be routed directly to the starter relay control voltage terminal, activating the starter relay and in turn the starter motor, turning over the engine. This procedure will occur, regardless of the condition of the safety switches, seems to me.

Yet, one must remember; the CDI must have a ground connection for the engine to run; also, the magneto exciter coil grounds (when the ignition switch is OFF or the kill switch is in the STOP position) must be lifted, for the engine to run.
