2002 KLR 650 COIL SHORT & NO VOLTAGE TO COIL

Let stay with trouble shooting, no matter if it is a HD or a metric it is all the same. The bikes use gas, spark and air to run if they have good compression. Just have to isolate what is going on with them.

If the bike has been sitting for that long I would recommend going through the fuses and making sure they are clean. Might want to check and clean the grounds on the bike as well.

Do you have a manual? Testing the ignition system by the book would be next. There should be a coil test and I would guess a DC voltage test on one of the wires going to the coil. No matter what bike you have the principle of trouble shooting is the same.

I am a long time metric guy who is still looking for a good HD FXR to have as a project and fun bike. Still can't find one in my area that is not in my price range. Most of my friends only ride HD's.
 
What are you using for a battery when you are cranking the bike over? Needs to be a good battery to fire a bike that gets spark from the CDI. Yamaha Seca and Maxims had the same issue with low battery voltage not making the CDI deliver spark.

All the bolts are giving you issues? Get a can of PB blaster or other type of penetrating oil and hit all the bolts. Let them soak for some time.

Flood damage you should be able to see unless someone went thought the bike and hand cleaned it. Depending how underwater the bike was there should be signs left behind by the water. Inside the air filter cover should be one of those places. When you take the seat off, the little flat plastic area on the left rear of the seat that has those holes. If it was under in flood area, they would have dried mud or something there.

CDI should be sealed, but if it was under water for a length of time, the CDI could be done. Will have to find a way to test that too.

Bottom line, for $200 you got a hell of a deal. You can part it out and be happy. Or, if you enjoy wrenching consider it a challenge and get her road worthy.

Every make and model has its own little quirks, may a ATV and motorcycle from the older models will crank with the "stop" swx in the "stop" position. Older model HD's will puke oil from the check valve is not started and driven for a while. Changing out a starter on a sportster you have to go in through the primary to remove the two bolts holding the starter in place. The KLR, two bolts on top of the engine case.

Just have to roll with each bike, manufacturer and see what you have. I just love working on bikes and bringing them back to life. If this is more of a pain for you that a pleasure, it might be time to flip the bike to someone else.
