1) carb is probably dirty from the bike sitting with fuel in it.
2) it's the fuel screw that has the cap
3) I'd get it running right before messing with the jetting, but when you do I'd suggest bypassing the 22 cent mod "bandaid" and installing a superior KLX jet kit from Eaglemike.
4) yes, check the header bolts but a functioning AIS system is designed to cause exhaust popping on decel.

Mike's disclaimers on his page are because it's illegal to modify the pollution control system; no harm will come to the bike by removing it.......they didn't use them at all pre-2008
