I just purchased this bike and have no major issues with it. I'm 5'8 and can just reach the ground via tippy toes. The bike is easy to handle. My question is: I'm changing the oil and have no experience with a torque wrench. Do the oil drain plug and oil filter cap bolts actually need to be torqued?

Yes.
15ft/lbs for the drain plug bolt, and 69 inch/lbs for the oil filter cap screws.
Do NOT use a 3/8” torque wrench on the cap screws. A 1/4” torque wrench is your friend when working on a KLR.

Buy Eagle Mikes low profile drain bolt as well.
Welcome!

Yes use the smaller 1/4" torque wrench, or hand tighten with a small wrench. You over tighten these screws and the heads will break off, then you have to extract from the aluminum block.

Over tighten and strip the oil pan drain bolt and you will have to remove the pan and Helicoil the threads. What a PITA. 30 minute job turns into a hours!

I just got my 2023 KLR 650 S and it is a large improvement over my 2008. I suggest that you purchase a low profile oil drain plug before you change the oil. It has a hex wrench fitting that will help insure you do not over tighten. Just remember to use a aluminum washer on the plug. I have reused mine several times on my other engines without leaks. I replace every 3rd oil change usually.

Great info here: oil plug is addressed right off the bat

Well, yes but. Even without an actual calibrated wrench one would be applying "torque" / twisting action to any threaded fastener.

It all depends on how much experience ones hand has.
Don't crush the drain gasket to death (The service manual suggests TOO MUCH since 2008 models!!) and don't snap the ears off of the filter cap, just snug (60-70 inch pounds).
