Up here in the North west corner of the state's the temperature is getting into the low 40s. This is my first year on my klr and my bike is running super cold with the temp needle just above the cold mark at any speed over 25. The idea I have is to decrease airflow through the radiator. Maybe a strip of duct tape to cover half or a cloth over the whole thing to slow down the air flow.

you could do that but the best fix is to add a thermobob. Information, Articles the bypass and higher temp thermostat will solve your cold issues

With the stock system in sub 40f conditions one could almost cover the entire radiator at highways speeds and the air around the engine block & crankcase would almost be enough radiant area.
The KLR engine is one Giant aluminum Heat Sink!
I will also endorse the use of a Thermo-Bob at your earliest opportunity. Get the temp needle into the middle of gauge scale.
